Objectives
The Horticulture sector possesses immense potential in Paschim Medinipur District owing to the favourable agro-climatic conditions and increasing adoption of modern horticultural practices by farmers. The department plays a significant role in enhancing thelivelihood and economic condition of small and marginal farmers by promoting scientific cultivation of horticultural crops.
The primary objectives of the department are:
- Expansion of cultivation area under fruits, vegetables, flowers, spices, and plantation crops.
- Promotion of modern and sustainable horticultural technologies for increasing productivity and farmers’ income.
- Providing technical guidance, training, and capacity building to farmers.
- Extending financial assistance and subsidies under various Government schemes.
- Distribution of quality planting materials, vegetable seeds, and horticultural inputs free of cost to eligible farmers.
- Encouraging protected cultivation such as Polyhouses and Shadenet Houses for high-value horticultural crops.
- Promotion of organic farming practices including vermi-compost production.
Through these initiatives, the department aims to ensure sustainable agricultural growth, crop diversification, and improved socio-economic development of the farming community in the
district.
Scheme running under this Section (Details& Eligibility Criteria):
The following schemes are being implemented by the department subject to Government guidelines and availability of funds:
A. Area Expansion Programmes
- Area Expansion of Loose Flowers
- Area Expansion of Cut Flowers
- Area Expansion of Bulbous Flowers
- Area Expansion of Seed and Rhizomatic Spices
B. Protected Cultivation
- Poly House (Tubular Structure)
- Poly House (Bamboo Structure)
- Cultivation of High-Value Vegetables under Poly House
- Cultivation of Carnation & Gerbera under Poly House
- Cultivation of Rose under Poly House / Shade Net House
C. Farm Mechanization
D. Capacity Building & Farmer Awareness
- Farmers’ Training Programmes (Within State)
- Seminars, Conferences, Workshops, Exhibitions, Kisan Melas and Horticultural Shows at District Level
E. Special Promotion Schemes
F. Free Distribution Programmes
- Quality Fruit Plant Saplings such as Mango, Litchi, Guava, Lemon, Papaya, Banana, Coconut, Cashew Nut, etc.
- Knapsack Sprayer (8–12 Litres)
- Hybrid Vegetable Seeds
- Poly-Mulching Sheets
- HDPE Vermi-Beds and other horticultural inputs
Eligibility Criteria:
Individual farmers including small, marginal, and large farmers, as well as members of Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), Non-Governmental Organizations (NGOs), and other farmer groups are eligible to apply for the schemes.
Applicants are generally required to submit:
- Valid Identity Proof (Aadhaar Card, Voter Card etc.)
- Land Documents / Records
- Bank Account Details linked with Aadhaar (wherever applicable)
Eligibility may vary depending on the specific scheme and Government norms.
Achievement:
During the Financial Year 2025-26, approximately Rs. 169.2374 lakh was disbursed directly to farmers’ bank accounts through the Direct Benefit Transfer (DBT) system under various horticultural schemes.
In addition, approximately 1.81 lakh fruit plant saplings along with other horticultural inputs were distributed free of cost among farmers across the district.

Field-level horticultural technical personnel are deployed across different blocks of the district for implementation, monitoring, extension services, farmer guidance, and supervision of various horticultural schemes.
