Objectives of the Development & Planning Section

• To ensure transparent, efficient and accountable implementation of development schemes and public welfare programmes.
• To coordinate, monitor and supervise schemes such as MPLADS, BEUP, PUP and other Government development projects.
• To ensure proper utilization and timely release of Government funds as per prescribed guidelines.
• To strengthen coordination among departments and implementing agencies for smooth execution of developmental works.
• To maintain proper records, monitoring and reporting of all development activities and schemes.

Scheme running under this Section (Details & Eligibility Criteria):

• MPLAD Scheme: Govt. of India has introduce a MP’s Local Area Development Schemes, yearly 5Cr allotment, schemes recommended by the Hon’ble MP on starting of each financial year, physical fund not given a limit was shown in mplads.esakshi portal which can be transfer to the Directly Contractor end after completion of works
  (who executed the works).
• BEUP: State government sponsored schemes, yearly allotment 70lakh (two installment) received and kept on DM PL Accounts, schemes recommended by the hon’ble MLA and fund release through Nezarath Section, PM, payment will be made by the Implementing agency after completion of works and UC was submitted to this office after it.
• PUP: Paschimanchal Unnayan Parshad schemes sponsored by State government, schemes approved and fund release by the Department directly and this office re allotted to the implementing agency after completion of works/part.
• NRDMS : GIS Mapping, Annual Plan, NRDMS activities
• Duare Sarkar & APAS : To ensure effective implementation, coordination and monitoring of Duare Sarkar and APAS programmes for providing transparent and citizen-centric public services.
• Samannay portal: Monitor the major schemes directly by the CMO and review time to time.
• DLDMC Meeting: Review the line department activities month basis.
• E-District Matters: DPLO act as a Joint registrar of Registration of Firms, Society and non trading organization, Paschim Medinipur, where we provide online services
  through edistrict.wb.gov.in portal of Society and non trading organization like renewal, new registration, amendment and entry of records etc.
• ERO. 233-Garbeta A.C.: ERO works of 233-Garbeta A.C. and monitor the activities of Garhbeta-I and Garhbeta-II (Partly 01PS to 80 PS) Block electoral roll works.
• CSR/WBSETCL Activities: schemes recommended by the company from their own fund, as per csr act, DM sanctioned and after completion a UC will be sent to the company end.
• Others Section Establishment matter and RTI, Public grivances etc.

Achievements of the Development & Planning Section:

The Development & Planning Section, Paschim Medinipur has successfully coordinated and implemented various Government sponsored development schemes including MPLADS, BEUP, PUP, APAS and Duare Sarkar for infrastructure and public welfare development in the district. During the last 15 years, around Rs. 70 Crore under MPLADS and Rs. 108 Crore under BEUP have been utilized for
implementation of approximately 870 and 1,436 schemes respectively, while 289 PUP schemes have been completed successfully. Under APAS, 31,747 schemes amounting to approximately Rs. 405 Crore have been sanctioned, out of which 10,931 schemes have already been completed. Under Duare Sarkar initiative various public oriented services has been provided. The section has also implemented tourism and other special developmental projects assigned by the District Authority, ensured transparent fund management and monitoring, conducted NRDMS and GIS related activities, provided efficient E-District services, coordinated CSR/WBSETCL projects, handled various court cases & RTI and grievance matters, performed ERO related duties and regularly prepared Annual Reports for monitoring and documentation of developmental activities.
